Panel Discussion II was hosted by Mr Cliff SUN, BBS, JP, Honorary President of the Federation of Hong Kong Industries and led by three expert speakers from Guangdong, Hong Kong and Macao. Cross-boundary SMEs were briefed on the means to resolve business conflicts in a law-abiding and professional way, and how to enhance internal control as well as corporate governance. Participants were advised on the importance of seeking professional services and complying with business laws to uphold integrity in the course of business operations. |

Mr CHEN shared with the participants on how SMEs, with limited resources, could achieve the objective of integrity management and compliance with the law in a cost-effective way, by adopting legal services to complement the developments in the PRD market.

Dr WONG analysed the problems prevalent in SME management and possible challenges faced by enterprises. Dr WONG underlined the significance of internal control and professional financial management, and considered that SMEs nowadays generally overlooked the importance of cost control and financial management, thus resulting in business failures.

Mr FAN imparted to participants the enforcement principles and philosophy adhered to by the Guangdong Customs and introduced the customs facilitation measures for and requirements on ethical enterprises when implementing the integrity system. Mr FAN pointed out that the Guangdong Customs and the business communities of the three places were partners and therefore should join hands to build up a cross-boundary business system with integrity. He also encouraged enterprises to actively and regularly submit management status reports and valid information to the Customs to facilitate credit assessment of enterprises.
