To ensure the best quality of performance and maintain
public confidence in the engineering profession, the Hong Kong Institution
of Engineers (HKIE) has laid down the Rules of Conduct as the cornerstone
of conduct requirements of professional engineers. The Rules clearly spelled
out the four fundamental ethical responsibilities of engineers to the profession,
their colleagues, employers or clients and the public.
Responsibility to the profession
A member of the Institution should order his conduct so as to uphold the
dignity, standing and reputation of the profession.
Responsibility to the colleagues
A member of the Institution should not maliciously or recklessly injure
nor attempt to injure whether directly or indirectly the professional
reputation of another engineer, and should foster the mutual advancement
of the profession.
Responsibility to employers or clients
A member of the Institution should discharge his duties to his employer
or client with integrity and in accordance with the highest standards
of business ethics.
Responsibility to the public
A member of the Institution in discharging his responsibilities to his
employer and the profession should at all times be governed by the overriding
interest of the general public, in particular their environment, welfare,
health and safety. Although the Rules are not intended as exhaustive specifications
of what one should or should not do, they provide clues on what is necessary
and important for professional engineers to fulfil.
