Ex-foreman of cleaning company charged with $22,000 service fee fraud

A former foreman of a cleaning company has been charged by the ICAC today (June 22) with deceiving a tenant of a commercial building into paying a total of $22,000 to the defendant as cleaning service fee.

Choi Fuk-hing, 60, former cleaning foreman of Swan Hygiene Services Limited (Swan Hygiene Services), faces one count of fraud, contrary to Section 16A of the Theft Ordinance.

The defendant will appear at the West Kowloon Magistrates’ Courts on Wednesday (June 24) for plea.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offence.

At the material time, the defendant was a cleaning foreman of Swan Hygiene Services, the cleaning service provider of Gala Place, a commercial building in Mong Kok. According to the cleaning agreement, Swan Hygiene Services was only responsible for providing cleaning services in public areas and certain offices of Gala Place.

Tenants not covered by the agreement could engage Swan Hygiene Services to provide cleaning services by obtaining a quotation from the company via the defendant, who was responsible for overseeing the services provided at Gala Place and assigning duties to cleaning workers.

The charge alleges that between May 8, 2018 and March 7, 2019, the defendant falsely represented to a tenant of Gala Place that a cleaning worker under her supervision was assigned by Swan Hygiene Services to provide cleaning services at the tenant’s office, and with intent to defraud, induced the tenant to pay $22,000 to the defendant as cleaning service fee which resulted in benefit to the defendant or in prejudice to the tenant.

Swan Hygiene Services and the tenant concerned have rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending her court appearance on Wednesday.
